It is either noise from the equipment during digitizing or (more likely) present on the record itself. It is common to hear on early GPT recordings between 1935-1940.

Here is a version with the " hum" removed, it is not difficult to do in the audio editor.

Это не привычный нам фон 50/100 Герц, здесь присутствует сильная первая гармоника ~87.4 Гц и слабая третья гармоника ~262.2 Гц, а также слабая субгармоника ~318.7 Гц.
