This came up in a recent post. According to Girard & Barnes 'Vertical Cut Cylinders and Discs', this number (here 16178) is a stamper number. Stampers were made from wax discs that were copied pantographically from the master cylinder (number 24078 here) and the stamper number bears no relation to the original recording. The meaning of the letter P or GR is not known. I believe the 6 at the top is a code denoting the music copyright owner.

Sorry Alexander!
We are in the same position! I have to use Google Translator from Russian to English.

If my comment was not clear I can try to explain in a private mail if you want. Or perhaps Yuri would translate.

Thank you, Adrian, I will translate your posts! (a little bit later)
BTW, I added references to the original master cylinder for both records, and now they are displayed together!

Julian Morton Moses, *Collectors' Guide to American Recordings, 1895-1925*, NY, 1949; Edition - 1977 by Dover Publication Inc.)
