It's probably not an English name, though there are English names like Mascall that it might possibly be a variant of.

At one period immigrants to the USA had their surnames changed to supposedly English versions, which results in a lot of Americans having names that look like English but were never used there.

The answer is different from what I guessed. Meskill is a variant of the Irish name Miskell.

Adrian, thank you so much! In Russia, as it was used at that time, the name had been transcribed in a certain French manner
